IMO Marine Environment Protection Committee (MEPC 84): Key Outcomes and Developments
The IMO Marine Environment Protection Committee (MEPC) held its 84th session from 27 April to 1 May 2026 in London, advancing a wide range of environmental protection measures central to IMO’s climate and pollution‑prevention agenda. The session delivered progress on greenhouse gas reduction, emissions control, marine litter, ballast water management, underwater radiated noise, and new regulatory initiatives.
Driving Progress on the IMO Net Zero Framework
MEPC 84 agreed to establish an intersessional Working Group to resolve outstanding concerns and build convergence on a global measure ahead of MEPC 85. Two intersessional meetings and a one‑day expert workshop on “chain of custody” fuel models were scheduled to support this work.
Protecting the Marine Environment in the Strait of Hormuz
The Committee adopted a resolution condemning attacks on commercial shipping in the region, highlighting the risk of large‑scale pollution from oil, hazardous substances and debris. The IMO Secretary‑General was requested to monitor environmental impacts and report to Council.
New Emission Control Area for the North‑East Atlantic
A major outcome was the adoption of a new Emission Control Area (ECA) covering waters around Greenland, Iceland, the Faroes, Ireland, the United Kingdom, France, Spain and Portugal. Stricter NOx, SOx and particulate matter limits will apply from 2028, supporting improved air quality and reduced acidification.
Updated Strategy and Action Plan on Marine Plastic Litter
The Committee adopted the 2026 Strategy and Action Plan to Address Marine Plastic Litter from Ships, reaffirming IMO’s goal of zero plastic waste discharges by 2030. The update strengthens port reception facilities, compliance mechanisms, training and international cooperation.
Developing a Mandatory Code for Plastic Pellet Transport
MEPC 84 agreed to develop a mandatory code governing the maritime transport of plastic pellets, following several high‑profile pollution incidents. Drafting work was assigned to PPR 14.
Advancing Ballast Water Management
The Committee approved a package of amendments to the Ballast Water Management Convention, refining implementation following the experience‑building phase. Revised G4 Guidelines were adopted.
Reducing Underwater Radiated Noise
MEPC 84 agreed in principle to extend the URN experience‑building phase to 2028 and to commission an IMO study on URN emissions, supporting future policy development.
New Regulatory Outputs and Other Decisions
The Committee agreed new work items including amendments to MARPOL Annex VI on ozone‑depleting substances, MASS‑related environmental measures, and support for implementing the BBNJ Agreement. Additional decisions included approval of Terms of Reference for the Fifth IMO GHG Study, adoption of 2026 CH₄/N₂O emissions measurement guidelines, and agreement to develop a legally binding instrument on biofouling management.
