IMO Maritime Safety Committee (MSC 111): Key Outcomes and Highlights

The IMO Maritime Safety Committee held its 111th session from 13 to 22 May 2026 at IMO Headquarters in London, progressing several major regulatory and safety initiatives that will shape the future of global maritime operations. The session combined in‑person and remote participation and delivered important advancements across autonomous shipping, alternative fuels, seafarer support, ship tracking, and maritime communications.

New MASS Code Adopted for Autonomous Ships

A landmark achievement of MSC 111 was the adoption of the non‑mandatory International Code of Safety for Maritime Autonomous Surface Ships (MASS Code). The Code provides a comprehensive, goal‑based framework to ensure autonomous and remotely operated ships meet equivalent levels of safety, security and environmental protection as conventional vessels. The Code will take effect on 1 July 2026, with Member States invited to apply it voluntarily ahead of future mandatory adoption under SOLAS.

Support for Seafarers in the Strait of Hormuz

The Committee adopted a resolution calling for coordinated international support for seafarers trapped in the Persian Gulf due to regional instability. Member States were encouraged to assist with essential supplies, remote support, crew changes and communication with families. New temporary guidance was also approved to help manage training and certification disruptions for seafarers affected in the Arabian Sea, Sea of Oman and Gulf region.

Advancing Safety Frameworks for Alternative Fuels

MSC 111 approved several new interim guidelines to support the safe use of emerging fuels and technologies, including:

  • Hydrogen as fuel
  • Ammonia as fuel
  • Training for seafarers on methyl/ethyl alcohol‑fuelled ships
  • Training for seafarers on ammonia‑fuelled ships

The Committee also clarified how the “one ship, one code” principle applies to gas carriers using alternative fuels, improving regulatory consistency between the IGF and IGC Codes.

Progress Toward Free LRIT Ship Tracking Data

The Committee approved amendments to SOLAS that would allow coastal States to receive standard LRIT ship position reports free of charge. This change is expected to strengthen maritime monitoring, search and rescue capability, and responses to illegal activities and pollution incidents. The amendments will be considered for adoption at MSC 112 in December.

Introducing VDES for Secure Maritime Communications

MSC 111 adopted a resolution to introduce the VHF Data Exchange System (VDES) into the IMO regulatory framework. VDES will enhance ship‑to‑shore communication by enabling faster, more secure data exchange and reducing the risk of AIS spoofing. The new regulations are expected to enter into force on 1 January 2028.
