Conclusions from UN/OECD Seminar on the 2020 Beirut port explosion

Please find attached the summary and conclusions report of the UN/OECD Seminar in follow-up to the Beirut port explosion: Lessons learned, experiences and good practices in managing risks of ammonium nitrate storage, handling and transport in port areas, preventing accidents and mitigating their consequences (online, 14 December 2021). Over 500 people from 48 countries, 15 international organizations, 5 NGOs, 102 industry associations/companies and 32 universities/national research institutes participated worldwide. The 2020 Beirut port explosion was a reminder of the devastating effects that industrial accidents can have on human beings and the environment. A fire spread across a storage area of the Beirut port and caused a large amount of ammonium nitrate (AN) to explode, leading to over 200 deaths, 6,500 injuries, 300,000 people being displaced and severe damage to critical infrastructure. From a record number of over thirty entries VIKING Life-Saving Equipment A/S was announced the winner for its innovative HydroPen system designed to fight onboard container fires.  Both PSA International and Cargotec Sweden AB were highly commended The ICHCA International (ICHCA) and TT Club collaboration once more recognised the crucial role played by organisations across the world in constantly searching for better solutions to the challenges of improved safety in the cargo handing industry.  While the three short-listed entries, and particularly the eventual winner VIKING, were to be congratulated, the efforts of all the organisations that provided details of their innovations are to be admired.  Their striving for improved safety underlines the need for increased vigilance in the cargo handling and freight transport sector to reduce the loss of life and damage to property while facilitating global trade. BIC and FIATA join Cargo Integrity Group

The original five partners of the Cargo Integrity Group are excited to welcome the Bureau International des Containers (BIC) and the International Federation of Freight Forwarders Associations (FIATA), strengthening the group in its efforts to improve safety in the global supply chain.   The Cargo Integrity Group brings together international freight transport and cargo handling organisations with different roles in the supply chain and a shared dedication to improving safety, security and environmental performance throughout the logistics supply chain.   BIC and FIATA bring valuable complementary perspectives, resources and networks to the group, further deepening its competence and scope. Designation of Seafarers as Key Workers

In view of the ongoing crew change crisis, which is impacting seafarers as well as other marine personnel, the Secretary-General is drawing attention to Member States to designating these professionals as key workers.  In particular: Recommended action to facilitate ship crew change, access to medical care and seafarer travel during the COVID-19 pandemic [resolution MSC.473(ES.2)] International cooperation to address challenges faced by seafarers because of the COVID-19 pandemic to support global supply chains [resolution A/75/L.37] Maritime labour issues and the COVID-19 pandemic [GB.340/Resolution(Rev.2)]   Other marine personnel may include, inter alia, fishing vessel personnel, marine pilots, marine surveyors, marine superintendents, offshore energy sector personnel, offshore support personnel and port workers.   ICHCA fully supports the recognition of seafarers, port workers and the many people who keep the world trading as key workers.   Click here for circular letter: Coronavirus (COVID-19) – Designation of seafarers as key workers
