Richard is a safety and skills professional with a Masters in Training and Development who has been involved in the ports industry for 21 years. Prior to ports, Richard worked in the nuclear industry on safety and skills provision. Richard was the Learning and Development manager for Associated British Ports for 10 years and led Port Skills and Safety for 11 years. He was appointed CEO of ICHCA in July 2021. Designation of Seafarers as Key Workers
In view of the ongoing crew change crisis, which is impacting seafarers as well as other marine personnel, the Secretary-General is drawing attention to Member States to designating these professionals as key workers. In particular: Recommended action to facilitate ship crew change, access to medical care and seafarer travel during the COVID-19 pandemic [resolution MSC.473(ES.2)] International cooperation to address challenges faced by seafarers because of the COVID-19 pandemic to support global supply chains [resolution A/75/L.37] Maritime labour issues and the COVID-19 pandemic [GB.340/Resolution(Rev.2)] Other marine personnel may include, inter alia, fishing vessel personnel, marine pilots, marine surveyors, marine superintendents, offshore energy sector personnel, offshore support personnel and port workers. ICHCA fully supports the recognition of seafarers, port workers and the many people who keep the world trading as key workers. “Ambitious for ICHCA’s future” – New Year Message from CEO Richard Steele
In only the last six months, ICHCA's members have worked together to deliver multiple work packages; accelerating improvements in safety and health across the industry. We are especially proud of the delivery with our partners of a Warehousing White Paper, which sets out principles for storage of dangerous goods and includes a practical operational checklist. Our Technical Panel meeting in October was attended by over 60 participants and addressed topics such as AI prediction of accidents and inspection of vessels for port worker safety. We saw a record entry year for our TT Club sponsored Innovation in Safety Awards and will be bringing the rich ideas to the membership in the new year. Translations of the CTU Packing Quick Guide were published in 7 languages to improve access and its use. ICHCA and Partners Issue Comprehensive Safety Guidance Issued for Dangerous Goods Storage and Handling Facilities
The tragic incidents in Tianjin and Beirut have marked a decade of increased concern over the safety of dangerous goods stored in ports, terminals and other warehousing facilities. ICHCA and three other industry groups have collaborated to address the issue and produce best practice guidelines in the form of a White Paper and Warehouse Checklist.
